Responsibilities and Duties
Manages the ES&H Leads assigned to the Inside the Battery Limits (ISBL) West Projects
Monitors the daily ES&H function of the ISBL West Projects and provides direction to ES&H Area Leads in the implementation of programs. Represents the department in meetings with clients, construction and department managers to advise them of developing ES&H issues which will affect their operations.
Ensures required documentation is provided.
Monitors, reviews and analyzes proposed ES&H legislation/standards for impact on the company/project and provides input.
Reviews departmental policies and procedures as assigned.
Recommends the formulation of new/revised policies and procedures and ensures dissemination and implementation at assigned projects and facilities.
Participates in ES&H personnel recruitment, training and development. Conducts employee performance evaluations and reviews performance evaluations administered by supervisors.
Recommends salary actions, promotions, transfers and terminations. Interviews prospective ES&H employees at exempt and non-exempt levels and makes recommendations to the Project ES&H Manager regarding their qualifications for employment.
Assist in the development ES&H orientation/training programs for manual and non-manual personnel.
Conducts ES&H audits of the Project to monitor Bechtel and Sub- Contractor standards of safe practices.
Essential Duties
Develops experience in the practical application of applicable regulatory procedures/requirements and standards.
Monitors daily work practices utilized by Bechtel and/or contractors/subcontractors. Confers with superintendents and craft supervisors on ES&H matters requiring conformance with Bechtel, customer, and governmental requirements. Reviews these practices with immediate supervisor and recommends corrective action.
Stops work in imminent danger situations or conditions having imminent adverse environmental impact. Recommends to supervisor that Notices of Non-Compliance be issued, follows up to ensure corrective actions, as stipulated and approved by the supervisor, are implemented.
Assists, as assigned, in accident investigations, regulatory compliance audits, project health surveys, and insurance audits. Prepares reports and takes photographs as required.
Researches, prepares, and assists in conducting environmental, safety, health, and fire orientation/training programs for manual/non-manual personnel.
Prepares for approval by the supervisor, project environmental, safety, health, and fire reports as required by the ES&H Core Processes Manual. Attends meetings to communicate ES&H program issues. Reports results of these meetings to supervisor.
Administers first aid treatment as qualified and assigned and participates as a member of the Fire Brigade/Rescue Team.
Monitors project compliance with project Construction Environmental Control Plan (CECP).
Monitors hazardous waste management, soil erosion and sedimentation control, revegetation, and other environmental issues as directed. Executes all other ES&H duties as assigned by ES&H management.
Key Technical Skills
Board certified by an accredited ES&H organization of the Council of Engineering and Scientific Specialty Boards or National Commission for Certifying Agencies preferred.
Proficiency in supervising the ES&H function on projects and facilities. Knowledge of ES&H standards applicable to projects and facilities. Knowledge of basic skills in industrial hygiene, safety engineering, health physics, and environmental compliance.
Experience in conducting ES&H audits of projects and facilities. Experience in administering ES&H training programs.
Experience in evaluating community emergency services for project planning purposes.
Knowledge of Bechtel organizational structure, functions, and procedures.
Strong organizational and leadership skills.
Experience in applying Bechtel's personnel policies.
Excellent written and oral communication skills.
Bachelors Degree in ES&H/Management or related science/engineering area preferred; and/or equivalent experience/training, in addition to experience leading to the thorough understanding of the knowledge described above.
Must possess good interpersonal and communication skills, as extensive interface with the Bechtel Project Team, Client and contractors is involved.
Must undergo FBI Background Check for Airport Security.
Valid Nevada Driver's License Required.
Must be a US Citizen or have permanent working Immigration status. Local resident preferred.
